Tussell was commissioned by the Civil Society and Youth directorate, sitting inside the Department of Culture, Media and Sport, to analyse the scale and proportion of UK public sector procurement conducted through Voluntary and Community organisations and Social Enterprises (VCSEs).

This report analyses contracts awarded to VCSEs by the UK public sector and; invoices paid to VCSEs by the UK public sector, covering the four government financial years between April 2016 and March 2020.

It answers questions on the total value and proportion of procurement going through VCSEs, the nature of the VCSE organisations involved, their geographic spread, and the sustainability of the supplier market. It also examines the value and proportion of procurement going through VCSEs in eight specific ‘people services’ sectors:

  • Health and social care

  • Legal and advocacy

  • Disability

  • Support for victims of domestic violence/ sexual abuse

  • Employability

  • Homelessness support services

  • Offender rehabilitation

  • Youth services
