2. Economic statement

Wales house prices increased by 2.0% in the year to January 2020, down from 2.7% in the year to December 2019. Wales house prices were growing faster than UK annual rate of 1.3% in the year to January 2020. On a non-seasonally adjusted basis average house prices in Wales decreased by 2.9% between December 2019 and January 2020, compared with a decrease of 2.3% during the same period a year earlier (December 2018 and January 2019). On a seasonally adjusted basis, average house prices in Wales decreased by 1.8% between December 2019 and January 2020.

Comparing the provisional volume estimate for November 2018 with the provisional estimate for November 2019, volume transactions decreased by 10.2% in Wales, from 4,506 to 4,046. UK volume transactions decreased by 4.8%, from 92,143 to 87,766, over the same period.

In Wales, 18 out of 22 local authority areas showed an increase in average prices in January 2020 when compared with January 2019. Neath Port Talbot and Conwy showed the strongest growth, rising by 8.8% to £123,172 and 7.4% to £178,289 in the year to January 2020.

Of all property types, semi-detached houses showed the biggest growth, rising by 4.1% in the year to January 2020, to £159,209. The smallest growth of all property types was for detached houses, with an increase of 0.4% in the year to January 2020 to £241,806.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In January 2020, the most expensive area to purchase a property was Monmouthshire, where the average cost was £276,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where the average cost was £88,000.

Published transactions for recent months will increase as later registered transactions are incorporated into the index.

Comparing the provisional volume estimate for November 2018 with the provisional estimate for November 2019, volume transactions decreased by 10.2% in Wales.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions decreased by 9.8% in Wales in the year to November 2019.

5. Property status

Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent two months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.
