2. Economic statement
UK house prices grew by 1.2% in the year to May 2019, down from 1.5% in the year to April 2019. On a non-seasonally adjusted basis, average house prices in the UK increased by 0.1% between April 2019 and May 2019, compared with a rise of 0.4% during the same period a year earlier (April 2018 and May 2018)
House price growth was strongest in the North West where prices increased by 3.4% in the year to May 2019, up from 3.3% in the year to April 2019. The lowest annual growth was in London, where prices fell by 4.4% over the year to May 2019, down from a fall of 1.7% in April 2019.
The Royal Institution of Chartered Surveyors’ (RICS) May 2019 UK Residential Market Survey results point to overall market trends remaining very similar to those reported in recent months, with headline indicators of demand and supply remaining in negative territory.
The Bank of England’s Agents‘ summary of business conditions – 2019 Q2 reported that sentiment in the housing market continued to weaken, with Brexit-related uncertainty deterring buyers. Affordability also continued to be a constraint in London and the South East.
The UK Property Transactions Statistics for May 2019 showed that on a seasonally adjusted basis, the number of transactions on residential properties with a value of £40,000 or greater was 89,810. This is 11.3% lower than a year ago. Between April 2019 and May 2019, transactions fell by 6.4%.
The Bank of England’s Money and Credit release showed that mortgage approvals for house purchase (an indicator of future lending) fell slightly in May 2019 to around 65,400 but remained roughly in line with previous years.

Average house prices in the UK increased by 1.2% in the year to May 2019 (down from 1.5% in April 2019).
At the country level, the largest annual price growth was recorded in Wales, increasing by 3.0% over the year to May 2019.
Scotland saw house prices increase by 2.8% over the last 12 months.
The slowest annual growth was in England where prices increased by 1.0% in the year to May 2019.
Northern Ireland house prices increased by 3.5% over the year to Quarter 1 (Jan to Mar) 2019.

Price changes by country and government office region
On a non-seasonally adjusted basis, average house prices in the UK increased by 0.1% between April 2019 and May 2019, compared with a rise of 0.4% during the same period a year earlier (April 2018 and May 2018). On a seasonally adjusted basis, average house prices in the UK were unchanged (0.0%) between April 2019 and May 2019.
Note that the Northern Ireland figure represents a three-month change and is not comparable with the other regions and countries.

4. Sales volumes
The amount of time between the sale of a property and the registration of this information varies. It typically ranges between 2 weeks and 2 months but can be longer. Volume figures for the most recent 2 months are not yet at a reliable level for reporting, so they are not included in the report. Published transactions for recent months will increase as later registered transactions are incorporated into the index.
Sales volume data is also available by property status (new build and existing property) and funding status (cash and mortgage) in our downloadable data tables. Comparing the provisional volume estimate for March 2018 with the provisional estimate for March 2019, volume transactions increased by 0.7% in England, 5.0% in Scotland and fell by 1.2% in Wales and 6.0% in Northern Ireland.
UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions fell by 2.5% in England, 2.5% in Scotland and increased by 0.2% in Wales in the year to March 2019.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, UK volume transactions fell by 2.3% in the year to March 2019.
5. Property status for UK
Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent 2 months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.
