2. Economic statement
The UK HPI is based on completed housing transactions. Typically, a house purchase can take 6 to 8 weeks to reach completion. Therefore, the price data feeding into the March 2020 UK HPI will reflect those completions that occurred before the government measures to reduce the spread of coronavirus (COVID-19) took hold.
England house prices grew by 2.2% in the year to March 2020, up from 1.7% in February 2020. England house prices were growing faster than the 2.1% UK annual growth rate in the year to March 2020. London was the fastest growing region with annual growth of 4.7% in the year to March 2020. The lowest annual growth was in Yorkshire and the Humber, where prices fell by 1.0% over the year to March 2020.
On a non-seasonally adjusted basis, average house prices in England decreased by 0.1% between February 2020 and March 2020, compared with a fall of 0.6% during the same period a year earlier (February 2019 and March 2019). On a seasonally adjusted basis, average house prices in England increased by 0.4% between February 2020 and March 2020.
Comparing the provisional volume estimate for January 2019 with the provisional estimate for January 2020, volume transactions increased by 1.4% in England. UK volume transactions increased by 2.5% over the same period.
Across England, detached houses showed the biggest increase out of all property types, growing by 2.5% in the year to March 2020 to £379,000. The slowest growth was in semi-detached houses which increased by 2.0% in the year to March 2020 to £233,000.
Due to the introduction of government measures to reduce the spread of coronavirus in March 2020, fewer transactions are available than expected for the March UK HPI. As a result, there may be increased volatility in this month’s estimates, particularly at the lower geographical levels where transaction volumes are smaller.
As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

Average house prices in England increased by 2.2% in the year to March 2020, up from 1.7% in February 2020.
In London, average house prices increased by 4.7% in the year to March 2020, up from an increase of 3.0% in February 2020.
Annual price change by local authority for England
Low numbers of sales transactions in some local authorities and London boroughs, such as City of London, can lead to volatility in the series. While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period. Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

The heat map is unavailable due to the impact the ongoing coronavirus pandemic has had on operational services.
In March 2020, the most expensive area to purchase a property was Kensington and Chelsea, where the average cost was £1.4 million. In contrast, the cheapest area to purchase a property was Burnley, where the average cost was £86,000. Due to the ongoing effects of coronavirus, the March 2020 estimates are based on fewer transactions than usual. This means volatility may be seen in the data at lower levels.
