2. Economic statement

England house prices grew by 0.4% in the year to February 2019, down from 1.4% in the year to January 2019. This is the lowest annual growth for England since February 2012, when house prices increased by 0.2%. England house prices were growing slower than the UK annual rate of 0.6% in the year to February 2019. The North West was the fastest growing region with annual growth of 4.0%, up from 3.9% in the year to January 2019. The lowest annual growth was in London, where prices fell by 3.8% over the year to February 2019, down from a decrease of 2.2% in January 2019. This was followed by the South East where prices fell 1.8% over the year, its first fall over the year since October 2011.

On a non-seasonally adjusted basis, average house prices in England fell by 0.6% between January 2019 and February 2019, compared with an increase of 0.4% during the same period a year earlier (January 2018 and February 2018). On a seasonally adjusted basis, average house prices in England fell by 0.5% between January 2019 and February 2019.

The UK Property Transaction Statistics showed that on a non-seasonally adjusted basis, in the 3 months to February 2019 the number of transactions on residential properties with a value of £40,000 or greater in England was 224,700. This is down 2.2% compared with the 3 months to February 2018.

Across England, all houses showed an increase in average price in February 2019 when compared with the same month in the previous year. Semi-detached houses showed the biggest increase, rising by 2.0% in the year to February 2019 to £229,000. The average price of flats and maisonettes fell by 3.1% in the year to February 2019 to £220,000. Falling prices over the year in England flats and maisonettes was driven by negative growth in London for this property type. London accounts for around 30% of England flats and maisonette transactions.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

3. Price change

3.1 Annual price change

Average house prices in England have increased by 0.4% in the year to February 2019 (down from 1.4% in January 2019).

In London, average house prices fell by 3.8% in the year to February 2019, down from a decrease of 2.2% in January 2019.

Annual price change by local authority for England

Low numbers of sales transactions in some local authorities and London boroughs, such as City of London, can lead to volatility in the series. While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period. Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.
