This report recommends that the council should enter into a contractual arrangement with Plymouth city council to deliver its services.
It follows an Ofsted report published on 5 January 2016 that judged the overall effectiveness of those services to be inadequate.
DfE issued a revised statutory direction to Torbay county council in October 2017.
