Direction issued to Torbay council due to poor performance in children's social care services.

This revised direction requires that the council continues to co-operate with an independent commissioner appointed by the Secretary of State.
It follows an Ofsted report published on 5 January 2016 that judged the overall effectiveness of those services to be inadequate.
An independent report by the Commissioner for Children’s Services in Torbay recommended in April 2017 that the council should enter into a contractual arrangement with Plymouth city council to deliver its services.
This direction replaces the earlier statutory direction issued to the council in May 2016.
