Tackling health and disability-related barriers to progression within the Civil Service

Independent report by Disability Rights UK looking at ways the Civil Service can better support careers of staff with disabilities and health conditions.

This was published under the 2010 to 2015 Conservative and Liberal Democrat coalition government



This report was commissioned by the Civil Service Talent Action Plan: Removing the barriers to success which called for further independent reports to examine the barriers faced by staff:

  • who declare disabilities
  • are from a minority-ethnic background
  • are lesbian, gay, bisexual or transgender

Written by Disability Rights UK, this report aims to help the Civil Service to understand why staff with disabilities and long-term health conditions are still underrepresented at senior levels. It makes recommendations that address the specific barriers that this group faces in the following areas:

  • career development and talent management
  • culture in the Civil Service
  • leadership and accountability
