This operator’s licence is revoked with effect from 23:45 hours on 20 October 2023.

Rigby’s Executive Coaches Ltd

On findings made in accordance with Section 17 (3) (a), (aa) and (c) and Section 17 (1) (a) (in respect of lack of good repute and financial standing) of the Act:

This operator’s licence is revoked with effect from 23:45 hours on 20 October 2023.

Farid Saad trading as Swift Travel (Northwest)

The new application for a Standard International Public Service vehicle operator’s licence for 1 vehicle is granted.

Subject to his readiness to agree that the following undertaking is attached to the grant of the licence:

The operator will arrange an independent audit to be carried out by a DVSA-authorised audit provider, the RHA, Logistics UK or other equivalent independent body, in six months from the date upon which the operator’s vehicle is nominated on the operator’s licence. The audit will assess the systems for complying with maintenance and drivers hours requirements, and the effectiveness with which those systems are implemented. The audit should cover at least the applicable elements in the attached annex. A copy of the audit report, together with the operator’s detailed proposals for implementing the report’s recommendations, must be sent to the Office of the Traffic Commissioner at Golborne by the 15th day of the next (7th) month.

Transport Manager Farid Saad

I make a finding that his repute as a Transport Manager is not lost but further tarnished.

Former Transport Manager Martin Evans

I find it would not be disproportionate to find his good repute to be lost. As required by the relevant provisions, I declare him unfit to act in the role of Transport Manager in any traffic area and disqualify him from acting in the role of TM for a period of 2 years.
