Statement of funding policy: funding the Scottish government, Welsh government and Northern Ireland Executive

This document sets out how UK government funding for the devolved administrations is determined, and other available sources of funding. This is the eighth edition of the Statement of Funding Policy, first published in March 1999. The purpose of this Statement is to set out the policies and procedures which underpin the UK government’s funding of the devolved administrations over the 2020 Spending Review period and highlights the other sources of funding available to them when they set spending plans.

The table shows the cost or yield of all decisions since Budget 2020 with a direct effect on PSNB in the years up to and including 2025-26. This includes tax measures, changes to Departmental Expenditure Limits (DEL) and measures affecting annually managed expenditure (AME).

Policy costings 2020

This document sets out the assumptions and methodologies underlying costings for tax and annually managed expenditure (AME) policy decisions announced since Budget 2020, where those policies have a fiscally material impact on the public finances. These costings are all submitted to the independent Office for Budget Responsibility (OBR) for their certification. This publication is part of the government’s wider commitment to increased transparency

Provisional priority outcomes and metrics

At Spending Review 2020, the government published provisional priority outcomes for each UK government department. The government has also identified provisional metrics for each outcome, against which progress towards delivering the outcomes will be measured. All provisional outcomes and metrics can be found in this document. These will be further refined over the coming months as part of a reformed planning and performance framework.
