- navigation authorities
- licensing authorities
- operators of passenger boats
Passenger boats are vessels carrying no more than 12 passengers on inland waters.
Types of passenger boats include:
- trip boats
- hotel boats
- water taxis operating in harbour areas, estuaries, lakes, rivers and canals
