This circular gives guidance to local authorities on how to set local speed limits on single and dual carriageways in urban and rural areas.

It has also been designed to help explain why and how local speed limits are determined.

This guidance has been revised following full public consultation in summer 2012. It replaces Department for Transport circular 01/2006, which is now cancelled.
