This report sets out the findings of the 2013 to 2014 triennial review of the Security Vetting Appeals Panel.

This was published under the 2010 to 2015 Conservative and Liberal Democrat coalition government

This review of the Security Vetting Appeals Panel (SVAP) was carried out by Sir Alex Allan as part of the Cabinet Office’s triennial review programme for non-departmental public bodies. It was announced by the Minister for the Cabinet Office by written ministerial statement on 4 July 2013.

The review’s terms of reference can be summarised as follows:

  • to challenge the continuing need for SVAP, both in its function and its form
  • to review the control and governance arrangements of the SVAP if it is agreed that SVAP should continue as an NDPB
