Pet theft taskforce: terms of reference

The government takes the issue of pet theft very seriously and is concerned by suggestions that occurrences are on the rise. We wish to gather evidence and explore claims made by campaign groups, the media and Members of Parliament that:

  • pet theft is increasing
  • criminal enterprise is fuelling such behaviour
  • the law dealing with theft where a pet is involved, is ineffective

The government is keen to understand the factors contributing to this apparent rise in crime, and address this in ways that will be effective and have a meaningful impact.

While we have existing legislative tools in place, we will consider these afresh and review all aspects of the crime from prevention and motivation to detection, and enforcement.

To that end the Department for Environment, Food and Rural Affairs (Defra), Home Office and Ministry of Justice have established a joint Pet Theft Taskforce.

Objectives

This taskforce is commissioned to:

  1. Gather, research and commission work to build a clear evidence base of the scale of any issue.

  2. Consider the issue from end to end, including causes, prevention, reporting, enforcement and prosecution.

  3. Make clear and timely recommendations on ways to improve the situation around pet theft.

While much of the current narrative is around dog theft the taskforce will establish the position around pets as a whole and provide a focus where required.

Membership

The taskforce will include operational partners to provide knowledge, experience and guidance on the practical aspects of reducing pet theft and advise on areas to explore further.

In the course of its work the taskforce will also seek the input from stakeholders and experts in relevant fields, such as campaign groups and animal welfare organisations to gather any evidence they may hold and seek their views on the issue.

Outcomes

The review will aim to report this summer and the outcomes will be published.
