The UK government applied to become the next co-chair of the international Open Government Partnership (OGP) in September 2025. This is the UK co-chair letter of candidature sent by Chris Elmore MP, Parliamentary Under Secretary of State for Foreign, Commonwealth and Development Affairs, to the then current co-chairs of OGP: Óscar López Águeda, Minister for Digital Transformation & Public Function in the Government of Spain, and Cielo Magno, National Coordinator of Bantay Kita.
The UK was successfully elected to the role by the OGP Steering Committee on 14th November 2025. Laura Neuman of The Carter Centre in the USA was elected as the civil society co-chair of OGP. Under OGP’s leadership troika model, the UK government and Laura Neuman will be the incoming co-chairs until 30th September 2026, the lead co-chairs from 1st October 2026 to 30th September 2027, and the outgoing co-chairs from 1st October 2027 to 30th September 2028.
