Purpose
To clarify the application of Specific Condition 1 of the ‘fresh meat of ungulates’ list in relation to imports of certain animal by-products (ABP) from the United States of America (USA) following the Aujeszky’s disease restrictions introduced under OVS Note 2026/25 and 2026/27.
As per Great Britain’s approved country list for ABPs imports of certain harmonised ABP and derived products have a requirement for the third country, or part thereof, to be listed in a document relating to ‘fresh meat of ungulates’ published in accordance with assimilated Commission Regulation 206/2010, from which imports into Great Britain of fresh meat from the same species are authorised.
This note confirms that ABP and derived products with this third country listing requirement, which contain or are derived from porcine offal (which is porcine fresh meat other than carcass meat, including porcine viscera and blood), are not eligible for import under Specific Condition 1.
Background
OVS notes 2026/25 and 2026/27 informed stakeholders that, following the outbreak of Aujeszky’s disease in commercial swine in the USA, imports of meat products containing domestic porcine offal must comply with Treatment ‘C’ or a higher level of treatment.
Following further review, clarification is required regarding the scope of Specific Condition 1 and its application to certain ABP and derived products imported from the USA.
Additional guidance
The import into Great Britain of ABPs and derived products containing or derived from porcine offal (which is porcine fresh meat other than carcass meat, including porcine viscera and blood), is prohibited under Specific Condition 1 where the country listing requirements set out in the ABP list require the country (or part thereof) be authorised for fresh porcine meat in the ‘fresh meat of ungulates’ list.
