Purpose
To inform you that, due to a recent outbreak of peste des petits ruminants (PPR) in Croatia, safeguard declarations have now been published to restrict imports from Croatia of the following commodities:
- fresh and chilled (untreated) hides and skins of ovine and caprine animals (GBHC 540)
- untreated wool and hair from ovine and caprine animals (GBHC 586)
Background
Croatia reported their first case of PPR on 14 December 2025: WAHIS. This outbreak was confirmed on 13 December 2025 in sheep in Bogdanovići, in the municipality of Prgomet in Split-Dalmatia County.
OVS note 2025/77 was issued on 15 December 2025, notifying of the PPR outbreak and requesting that consignments of live sheep and goats, ovine and caprine germplasm, raw milk and raw milk products derived from ovine and caprine animals, fresh and chilled (untreated) hides and skins of ovine and caprine animals and untreated wool and hair from ovine and caprine animals be held.
OVS note 2025/79 was issued on 16 December 2025, notifying that the UK Office for SPS Trade Assurance had amended its country listings to temporarily suspend imports from Croatia of the following commodities:
- live sheep and goats (see the live ungulates list)
- ovine and caprine germplasm (see the ovine and caprine semen and ovine and caprine ova and embryos lists)
- raw milk and raw milk products derived from ovine and caprine animals (see the milk and milk products list)
This OVS note also requested that consignments of fresh and chilled (untreated) hides and skins and untreated wool and hair from ovine and caprine animals be held while TARP safeguard measures were implemented to temporarily suspend imports of these commodities.
Safeguard declarations under the Trade in Animals and Related Products (2011) (and equivalent powers in Scotland and Wales) have now been published to suspend imports into Great Britain of the following commodities from the whole territory of Croatia:
- fresh and chilled (untreated) hides and skins of ovine and caprine animals (GBHC 540)
- untreated wool and hair from ovine and caprine animals (GBHC 586)
The following safeguard declarations give effect to these restrictions:
- Declaration of special measures: peste des petits ruminants in Croatia (England)
- Declaration of special measures: peste des petits ruminants in Croatia (Scotland)
- Declaration of special measures: peste des petits ruminants in Croatia (Wales)
These safeguard measures apply from 19 December 2025 and will continue to apply until they are revoked or amended.
