Notice to exporters 2019/11: 6 new OGELs issued

Following the Court of Appeal Judgment of Campaign Against Arms Trade’s appeal, we said we will not grant any new licences for exports to Saudi Arabia and its coalition partners (UAE, Kuwait, Bahrain and Egypt) which might be used in the conflict in Yemen.

We have therefore stopped new registrations for 6 open general export licences (OGELs):

In notice to exporters: 2019/09, we made it clear that exporters who registered for these OGELs before 20 June 2019 may continue to use them to export to Saudi Arabia and its coalition partners, subject to the terms and conditions of the licences.

We also said that arrangements will be put in place for future registrations for other destinations permitted by these OGELs. These arrangements are now in place. Six new versions of these open licences have now been published to allow for new registrations. These new versions do not permit exports to Saudi Arabia and its coalition partners.

For the avoidance of doubt, these 6 new licences are for new registrations. Exporters who registered for the original licences prior to 20 June 2019 are not required to register for the new versions of the OGELS. If these exporters have any queries about their existing registrations, they should contact their Export Control Joint Unit (ECJU) Compliance Inspector.
