Details

The secondary legislation required to implement the lifelong learning entitlement (LLE) fee limit and funding system is made up of 3 statutory instruments. These are:

  • The Lifelong Learning (Fee Limits) Regulations 2026 - which have been laid in draft and can be tracked through Parliament
  • The Lifelong Learning (Student Support) (Amendment of Fees and Awards etc.) Regulations 2026
  • The Education (Student Loans) (Repayment) (Amendments for Lifelong Learning) Regulations 2026

The latter 2 statutory instruments will be laid if and when Parliament approves the Lifelong Learning (Fee Limits) Regulations.

We have provided drafts of these 2 statutory instruments and their explanatory memorandums to provide a full picture of how the entire LLE policy will operate.

These versions have no legislative status.

They are provided for information only and not for consultation purposes.
