The Labour Market Enforcement Strategy 2021 to 2022 was produced by Matthew Taylor, the Interim Director of Labour Market Enforcement from August 2019 to January 2021. It sets outs his recommendations to improve state-led enforcement of employment rights, including measures to be taken by the 3 labour market enforcement bodies:

  • Gangmasters and Labour Abuse Authority (GLAA)
  • Employment Agency Standards Inspectorate (EAS)
  • HMRC National Minimum Wage and National Living Wage team (HMRC NMW)

The Strategy makes 7 recommendations addressing the deteriorating labour market, and making a series of recommendations to mitigate those risks. It explores the unintended consequences of immigration reform and the opportunities of a Single Enforcement Body.
