Jobs Plans

As part of the Industrial Strategy, the government is working with industry, trade unions, local partners and wider stakeholders to develop Jobs Plans that address the workforce needs in each of the 8 growth-driving sectors, and in the Construction sector, and deliver opportunities across the country.

These plans complement the Sector Plans published in 2025 and support delivery of the government’s Industrial Strategy.

They set out the workforce and skills challenges facing priority sectors, helping to inform implementation of the post-16 education and skills white paper and the pathways to priority occupations measure. Together, they support a more joined-up and responsive skills system that is better aligned to future workforce needs, supports employer engagement and helps encourage economic growth.

They will be published in phases, with actions tailored to each sector.

Clean Energy Industries

The Clean Energy Jobs Plan sets out the workforce needed to deliver our clean energy superpower mission, and how the government will work in partnership with industry and trade unions to deliver it. 

It explains how we will help workers in all parts of the country benefit from these opportunities: supporting our existing workforce to find new opportunities, training up the next generation, and helping our young people to get good jobs.

Our Clean Energy Jobs Plan will help make the clean energy sector the best place to work in the country – offering good wages, stability, and the opportunity to progress in a varied and interesting career.

Life Sciences

The Life Sciences Jobs Plan sets out how government, industry and partners across the UK will work together over the next 3 years to address current and future workforce challenges in the Life Sciences sector.

It sets out actions to:

  • strengthen the domestic skills pipeline
  • improve routes into the sector
  • support businesses to access training
  • ensure Life Sciences continues to offer high-quality jobs across the UK
