Changes made to guidance notes and application form from 29 October

We published an updated guidance notes document and application form on 29 October 2021. This is a list of all the changes made.

Changes made to guidance notes

1. Increase of number of applications per lead organisation from one to three across all Lots, with clarification that the maximum allowable contract value per application is up to £300,000 (ex. VAT).

Section 1: Industrial Fuel Switching Competition Overview – Procurement Route SBRI – Phase 1 Feasibility

Updated to state that “The budget for each application will be between a minimum of £50,000 and a maximum of £300,000.”

Section 1: Industrial Fuel Switching Competition Overview – Allocation of Funding Between Lots

Updated to state that “A lead organisation may enter up to a maximum of three applications as the lead, across all Lots. For example, this could be three applications under the same Lot, or three applications spread across the different Lots.”

Section 3.3: Stage 1 Application – Multiple Applications

Updated to state that “Lead organisations may only enter up to a maximum of three applications as the lead, across all Lots. For example, this could be three applications under the same Lot, or three applications spread across the different Lots.”

Section 4.1: Competition eligibility criteria

Eligibility question 7, Contract Size, updated to state that “The maximum funding available per application is £300,000”.

Eligibility question 12, Multiple applications, updated to state that “Lead organisations may only enter a maximum of three applications as the project lead, across all Lots. For example, this could be three applications under the same Lot, or three applications spread across the different Lots”. Eligibility question also edited to reflect this.

2. Update to requirement for declarations signatures, in the event of a successful application.

Section 4.2: General BEIS Procurement Conditions

Updated to state that “However, within the application, declarations can be completed by the lead organisation on behalf of other consortium members, but it must be clearly stated that this is the case. Sub-contractors are not required to complete these declarations. Note that in the event of the application being successful, all consortium members should then complete the declarations.

3. Location of the GDPR Assurance Questionnaire

Section 4.2: General BEIS Procurement Conditions

Updated to state that “The GDPR Assurance Questionnaire is published on the competition website”

4. Hydrogen Suppliers – Additional Contact Added

Appendix 4: Hydrogen Suppliers

Updated to include contact details for AqSorption Ltd and Kiwa Gastec.

5. Terms & Conditions – update to Clause 18(7)

Appendix 6: Contract Terms and Conditions

  1. Indemnities and Insurance: (7) Except in relation to death or personal injury as referred to in Condition 18(1), and subject to Conditions 18(5) and 31(16) the amount of liability under this clause shall be limited to a sum of £4,000,000 or twice the contract value, whichever is the greater, or such other sum as may be agreed in writing between the Head of Procurement on behalf of the Authority and the Contractor.

List of changes made to application form

1. Question 9 in the Proposal Summary section replaced to be more relevant to the SBRI process

Question added: “With respect to this project or the technology it is based on, please list briefly any public sector support you are receiving or have received in the past 10 years, or which is currently being sought (please add further details in a separate annex if necessary).”
