Details

Theses forms are archived versions of the referral forms used before the introduction of the digital referral form. All first responders should now use the digital referral system to refer cases. Futher information can be found in the guidance documents on this page.

The old National Referral Mechanism (NRM) and Duty to Notify (DtN) referral forms will continue to be accepted until 29 February 2020, but only under exceptional circumstances. If you think this will be a problem for you, or if you want to provide any feedback on the online referral process please email nationalreferralmechanism@homeoffice.gov.uk.

Announcement

The National Referral Mechanism (NRM) – the system by which victims of modern slavery are identified and provided with support – is undergoing reforms to improve both the decision-making process and support offered. The first measures to be announced as part of a broader package of reforms include:

  • a single, expert unit being created in the Home Office to handle all cases referred from front line staff and to make decisions about whether somebody is a victim of modern slavery. This unit launched on 29 April 2019 and replaced the current case management units in the National Crime Agency and UK Visas and Immigration and is completely separate from the immigration system
  • an independent panel of experts has been introduced to review all negative Conclusive Grounds decisions, adding significantly to the scrutiny such cases receive
  • a new online system to support the NRM process has been introduced, making it easier for those on the frontline to refer victims for support and enabling data to be captured and analysed to better aid prevention and law enforcement
