Details

This command paper sets out the government’s plans for Phase Two of HS2. Phase Two of the route covers the full ‘Y’ network from Birmingham onwards to Manchester and Leeds.

The command paper includes details of the government’s plans for accelerated delivery of a section of the Phase Two route. This route section, known as Phase 2a, is from Fradley (at the point where HS2 Phase One joins the West Coast Main Line) to Crewe. It will open in 2027, 6 years earlier than originally planned. Our command paper explains the reasons for this decision.

Additionally, this command paper sets out the government’s current thinking on:

  • station and depot locations for Phase Two
  • links onto the existing network
  • integration with our work on the Northern Powerhouse rail programme

It also explains the main findings from the government’s further analysis on the business case for HS2.
