- the current and forecast demand, with and without HS2, for rail services in and around Manchester, Liverpool and the wider North West, the East Midlands, South Yorkshire, Leeds and the North East
- service pattern optimisation
- how the proposed HS2 services will affect demand on the conventional rail network and how released capacity could be used
