This process is aimed towards stakeholders with a technical understanding of heat networks. Technical feedback can be submitted until 25 May 2026. The technical feedback process will run in parallel to the Heat Network Technical Standards policy consultation which closes on 15 April.

We are seeking feedback on the following draft documents:
Draft versions of a number of technical Code documents which make up the Heat Network Technical Assurance Scheme (HNTAS) have been issued, as well as the Heat Network Technical Standard (TS1) and the Heat Network Metering and Monitoring Standard (MMS).
We are running a structured feedback process to allow those with a technical understanding of heat networks to respond to the technical contents of these documents. We expect this to be of particular interest to:
- heat network assessors
- heat network developers
- heat network designers
- heat network operators
The outcomes of this feedback process will be incorporated into the change management processes for HNTAS.
How to respond
In order to aid the process, we have developed a guidance document that sets out more information on the technical feedback process, including the guidelines on providing feedback and how this feedback will be used in further HNTAS development.
All comments should be submitted via the templates provided, to give feedback:

- HNTAS feedback form template: TS1
- HNTAS feedback form template: MMS
Feedback can be provided by sending populated versions of these feedback forms to HNTAS.TechnicalFeedback@energysecurity.gov.uk by 25 May 2026.
Draft guidance - KPI explanations
Guidance has been developed in draft format to aid in understanding and interpreting the meaning, purpose, and rationale for each key performance indicator (KPI) used within HNTAS to measure and assess heat network performance and reliability.
Next steps
We will be accepting feedback forms until 25 May 2026. We will then review the responses and action any feedback following the process set out in the guidance document.
We will publish a summary of the outputs and learnings from the technical feedback process once the feedback has been reviewed, actioned, and implemented.
Final versions of the Code and Standards documents which incorporate the feedback implemented from the technical feedback process will be published prior to scheme launch.
