This is the first edition of the UK Health Security Agency (UKHSA)’s 2025 Health Security Risk Assessment (HSRA). This is designed to be a tool for informing strategic and operational planning and strengthening preparedness and resilience.

The HSRA draws upon the risk assessment techniques developed for the National Security Risk Assessment (NSRA) and provides a systematic framework to understand the impact and likelihood of potential health threats, including infectious diseases, environmental hazards and other acute health emergencies.

The findings are not intended to be prescriptive or related to any specific policy. Rather, they should help to inform decision-makers across sectors to develop evidence-based strategies and interventions to address key risks.

This report represents the starting point of an evolving body of work that will be developed and refined over time to support UKHSA’s ongoing work in responding to a changing risk landscape.
