Details

The Department for Energy Security and Net Zero (DESNZ) Secretary of State commissioned an independent review of greenhouse gas removals (GGRs), to consider how options for GGRs, including large-scale power bioenergy with carbon capture and storage (BECCS) and direct air carbon capture and storage (DACCS), can assist the UK in meeting our net zero targets.

The review was Chaired by Dr Alan Whitehead CBE. The review’s terms of reference were published here in May 2025.

During the review, the Chair consulted widely with a diverse range of stakeholders, including investors, industry, and experts in different fields, through a series of roundtables and direct meetings, as a well as a call for evidence.

The review’s findings were presented to the Secretary of State in October 2025.
