August 2025
The Greenhouse Gas Removals (GGR) Business Model Summary document provides an overview of the key design features of the GGR business model, including the contract terms proposed for projects in the HyNet Track-1 expansion Project Negotiation List.
The Greenhouse Gas Removals Contract (‘GGR Contract’) is the contract which underpins the GGR business model. This is the first published version of the full-form GGR Contract, and it comprises the draft Front End Agreement and Standard Terms and Conditions.
In addition to the GGR Contract, projects proceeding to negotiations as part of the HyNet Track-1 expansion process may be partially supported with government grant funding, known as the GGR Grant Funding Agreement (GGR GFA). The proposed GGR GFA Grant Offer Letter and GGR GFA Terms and Conditions are published alongside the GGR Contract.
The British Standards Institution (BSI) published interim quantification methodologies for Bioenergy with Carbon Capture and Storage (BECCS) and Direct Air Carbon Capture and Storage (DACCS) in July 2025. These interim quantification methodologies, also referred to as ‘Minimum Quality Thresholds’, will be used to support any relevant negotiations ahead of the development of the full GGR Standard.

December 2023
The December 2023 business model update provides further details on the proposed commercial frameworks for the GGR and Power BECCS business models. It includes an update on the government’s approach to developing methodologies for engineered GGRs, including monitoring, reporting and verification (MRV).
The indicative Heads of Terms for the GGR Business Model provides a framework for the principal terms and conditions that are expected to be included in the GGR Agreement for initial projects.
In addition, ERM has published an independent review of engineered GGR standards and methodologies, commissioned by the Department for Energy Security and Net Zero with the aim of understanding the potential applicability of existing standards and methodologies to UK business models.
