HyNet expansion: project negotiation list

DESNZ has concluded its assessment of applications into the Track-1 expansion (T1x) of the HyNet CCUS cluster process. This follows Liverpool Bay Carbon Capture and Storage Limited’s (LBCCS Ltd) financial close, which will establish the cluster’s Transport and Storage network.
We are taking forward 6 projects into the negotiations phase:
T1x Project Negotiation List
- Connah’s Quay Low Carbon Power, Uniper
- Essar Energy Transition Industrial Carbon Capture (EET ICC), EET Fuels
- Hydrogen Production Plant 2 (HPP2), EET Hydrogen / Progressive Energy
- Ince Bioenergy with Carbon Capture and Storage (InBECCS), Evero Energy
- Parc Adfer Energy from Waste Industrial Carbon Capture Project, Enfinium Group Ltd
- Silver Birch, Climeworks UK Ltd
These projects all passed deliverability assessment and the shortlisting phase of the T-1x process, and support HMG’s CCUS ambitions. Through these, and projects already in negotiations, there is a strong pipeline of projects with potential to join the HyNet cluster.
The addition of the six T1x projects to negotiations alongside the existing four Track-1 (T1) projects means total demand across all prospective projects significantly exceeds initial network availability.
We are therefore classifying all projects that are in negotiations to receive support to join the HyNet cluster as either ‘Priority’ or ‘Standby’. Projects are classified as follows:
Priority

Standby
- Essar Energy Transition Industrial Carbon Capture (EET ICC), EET Fuels
- Hydrogen Production Plant 2 (HPP2), EET Hydrogen / Progressive Energy
- Parc Adfer Energy from Waste Industrial Carbon Capture Project, Enfinium Group Ltd
- Runcorn Carbon Capture Project, Viridor
- Silver Birch, Climeworks UK Ltd
Projects have been classified following robust analysis of their deliverability, value for money and affordability, as well as against HMG’s objectives.
The Priority projects together represent HMG’s current preferred configuration for the cluster, representing the configuration which DESNZ currently considers to best deliver against its objectives, including energy security, emissions reduction, and sector diversity.
DESNZ retains the right to move projects between the two classifications, and to exit from negotiations with any project. We will keep the status of projects under review. Standby projects will provide contingency against Priority projects and could benefit if and when capacity becomes available.
Progressing negotiations with Priority and Standby projects will support delivery of benefits by the HyNet cluster, maximise HMG’s investment and provide value for money for the public. In delivering HyNet, we are further driving contributions to HMG’s Growth, Clean Power and Accelerating to Net Zero Missions.
