Global Clean Power Alliance: finance mission update (November 2025)

Today (14 November 2025), at COP30, the United Kingdom and Brazil have jointly set out clean energy Action Plans for Finance Mission partners and a global energy investment planning roadmap under the Global Clean Power Alliance (GCPA) Finance Mission.  

The GCPA Finance Mission has launched a private finance sector endorsed Roadmap for High Quality Energy Investment Planning, developed by the Green Finance Institute and the World Bank’s Energy Sector Management Assistance Program (ESMAP). The Roadmap outlines the investment planning stages that are needed to support Emerging Markets and Developing Economies (EMDEs) to attract private sector investment at scale for their clean energy projects and wider programmes.

The Mission has also announced clean energy Action Plans for Finance Mission partner countries and regions including the Caribbean, Chile, Colombia, Mozambique and the African Union, with further Action Plans in development with others. These plans outline the high level areas where the Finance Mission will work with its partners in response to their requests for support to help unlock private finance behind their clean energy transitions. These Plans are demand-led and will provide practical private finance training and capacity-building, support clean energy investment planning and help prepare investment-ready pipelines of projects.

Friends of the GCPA Finance Mission: a group of non-governmental organisations, private investors, international organisations, Multilateral Development Banks and industry representatives have reaffirmed their support to the GCPA Finance Mission. Where fully aligned with their mandates and ways of working, this group aims to engage with Finance Mission activities as it pushes to deliver practical action in partnership with EMDEs; and respond to requests for support from EMDEs wherever possible in support of their energy transitions.

Background

The Global Clean Power Alliance (GCPA) Finance Mission was launched at the G20 summit by Prime Minister Starmer and President Lula of Brazil in November 2024, with a clear purpose to scale clean energy investments in EMDEs in line with the Global Stocktake goals of tripling renewable energy capacity and doubling energy efficiency globally by 2030.

The UK and Brazil reiterated this goal at London Climate Action Week, setting out the Finance Mission’s focus on supporting energy country platforms.

Bringing together partners across a global coalition of high ambition countries, the Finance Mission will deliver a timebound delivery package to scale investment, particularly from the private sector, into new and emerging energy country platforms.

The GCPA Finance Mission will reinforce Brazil’s COP30 objectives, particularly with those of the Circle of Finance Ministers, and align with Brazil’s Global Coalition on Energy Planning (GCEP) goals to promote effective energy planning and accelerate clean energy transition investments in EMDEs.

In April this year, the Prime Minister also announced plans to overcome challenges in building secure, resilient clean power supply chains at the Future of Energy Security Summit.
