Details

This independent evaluation, commissioned by the Ministry of Housing, Communities and Local Government, examines the Help to Buy equity loan scheme in England from 2013 to 2023. It provides evidence on whether the scheme met its objectives and on the experiences of customers, developers and lenders.

An accompanying technical report, to be published shortly, will provide further detail on the evaluation methods and analysis.

Earlier independent evaluations of Help to Buy, published in 2016 and 2018, provide evidence from earlier stages of the scheme.
