Ipsos MORI was commissioned to undertake a formative evaluation of the Overseas Visitor and Migrant NHS Cost Recovery Programme. This report sets out the final results of the evaluation.
The main aims of the evaluation were to:
- determine how far the Cost Recovery Programme has led to the desired changes in culture and behaviour among frontline clinical and administrative staff (and other relevant stakeholders) with regard to practices for identifying and recovering costs from overseas visitors and migrants using NHS services
- learn lessons about what works (and doesn’t work) in improving cost recovery, including through analysis of the Emergency Care EHIC Pilot
- help refine the Cost Recovery Programme through continuous feedback and inform decisions before proceeding with each stage of the Cost Recovery Programme
