DfE Skills Bootcamps technical funding guide from August 2025

1. Purpose of the guidance

1: This guidance sets out the details of the skills bootcamp funding system for learners starting on or after 1 August 2025 on skills bootcamps under contracts with the (DfE) and devolved authorities.

2: It explains how we will calculate funding for organisations receiving funding from DfE. Much of this guidance will also apply where skills bootcamps are funded by a devolved authority or local authority. See paragraph 11 for more information. Partner employers may also find this information useful to help understand how employer co-funding will operate.

2. Understanding our terminology

5: The terms ‘we’, ‘our’, ‘us’ and ‘DfE’ refer to the Department for Education.

6: We use the terms ‘you’ or ‘provider’ to refer to any organisation holding a contract for delivery of skills bootcamps through which we directly route funds.

7: ‘DPS’ is the dynamic purchasing system.

8: ‘EVI’ or event indicator. Event indicator codes have been introduced to the ILR from the year 2025 to 2026, as a new Learning Delivery Funding and Monitoring type of EVI. See paragraph 10 for more information.

3. The data we use to calculate funding

9: You give us information about learners and their learning using the ILR. We use this information to work out the funding you have earned for delivering this learning.

10: For new starts from August 2025, we have changed the ILR for 2025 to 2026 to add in event indicators to record bootcamp activity. We use these as part of our criteria to calculate funding for the funding milestones in a bootcamp. A new Learning Delivery Funding and Monitoring type of EVI can be used with a code to indicate which event has occurred, and a date showing when the event took place. These will eventually fully replace the system of using learning aims to represent events, but these older event aims must continue to be used for bootcamps which started before August 2025. See Appendix B for additional information.

4. Devolved and grant-funded skills bootcamps

11: We have started to calculate funding using the ILR where we have given money to another organisation to fund bootcamps, such as a devolved authority or local authority. You may be delivering bootcamps as a provider for one of these authorities.

12: We will issue contract reference numbers to these authorities to distinguish their different bootcamps. They should then tell you what contract reference to use for your bootcamps when they fund you through this route, and you should return the contract reference in your ILR. Please contact the organisation who is funding you for more information on which reference to use.

13: We use the same underlying funding calculation for these bootcamps as for the bootcamps we fund, but some details may vary, such as the percentage of the total funding which is generated for each milestone.

14: In this document we describe how we will fund a bootcamp, but if you are funded by one of these authorities, they should be able to give you more information where they have changed funding from our system.

5. Funding rates for all skills bootcamps

15: The total funding rate that you can earn per learner for each of our skills bootcamps was set during procurement based on the bid you made. You can find this rate per learner in your contract documentation. This rate was negotiated for each skills bootcamp that you are contracted to deliver, so the funding you receive may differ with the type of skills bootcamp you deliver.

17: The funding rate for a skills bootcamp which applies at the start of the programme will continue to apply for the duration of the programme.

6. The prices and milestones for all skills bootcamps

6.1 Prices for all skills bootcamps

18: You must identify the correct skills bootcamp a learner is undertaking, by recording the ‘Contract Reference Number’ in the ILR that matches the contract reference number held within your contract for that skills bootcamp.

19: The ‘Contract Reference Number’ will be formatted similarly to the example below, split into 3 elements by 2 short hyphens. The first example is for Non-Devolved skills bootcamps, the second example is for Devolved skills bootcamps:

20: You may have multiple contract reference numbers if you deliver multiple skills bootcamps. You must ensure you record the correct one for each skills bootcamp to ensure you receive the correct funding. This will ensure we pay the funding against the correct contract.

21: The price for a skills bootcamp that we will use to calculate your funding will be the full price for the skills bootcamp before we consider any co-funding requirements by an employer. See the Co-funding for all skills bootcamps section for more guidance.

7. Total payments for all skills bootcamps

22: We apportion a skills bootcamp’s price over different elements of a bootcamp, depending on the contract type and if it is an HGV skills bootcamp or not. Please see the following tables for an overall summary. For a list of HGV Pathways, see paragraph 46. We cover each type of payment in more detail in the next sections.

8. Non-HGV skills bootcamps earnings methodology

8.1 Non-HGV qualifying period for funding

23: To be counted as a ‘funded start’ a learner must meet both of the following criteria:

  1. the learner must be enrolled on a skills bootcamp, represented by a programme aim in the ILR, for at least the qualifying period
  2. the learner must be in learning, represented by a learning aim with the ‘Skills Bootcamps - Subject Learning’ category in find a learning aim (FALA) (category code 62), for at least the qualifying period

24: The qualifying periods for skills bootcamps learning funded through the ILR are shown in Table 3:

25: If the learner takes a break in learning and then returns to learning on a skills bootcamp, then to pass the qualifying period at least one of the learner’s programme aims and at least one of the learner’s learning aims in the ILR should last as many days as described in Table 3.

26: For example, on a DPS competition 1 contract the learner has not qualified for funding if they withdraw or take a break in learning from a skills bootcamp after 13 days in learning, then return for only another 13 days of learning. They need to have 14 days consecutively.

27: If the learner leaves before the qualifying period for that skills bootcamp, you will not earn any funding. If you have already earned funding in a previous month before you recorded the ILR ‘Learning actual end date’, we will reclaim the funding in the month you record the ILR ‘Learning actual end date’.

9. Non-HGV start payments

28: We calculate a start payment for a valid start on a skills bootcamp according to the proportion defined by the contract type shown in Table 4.

29: You will earn this payment when you record a learner in your ILR as either:

  1. continuing in learning, by recording a ‘Completion Status’ using code 1
  2. completing their learning after the length of their qualifying period, by recording a ‘Completion Status’ using code 2
  3. withdrawn from the skills bootcamp after the length of their qualifying period, by recording a ‘Completion Status’ using code 3 for a permanent withdrawal or code 6 for a break in learning

30: You will not earn the start payment if the learner withdraws before the end of the qualifying period. We will recover the start payment from you if you record a withdrawal after we had already paid this for a learner in a previous month, this will be in the month you record the withdrawal.

31: We can only pay start payments up to a fixed point in your contract duration. For the final date you can earn any start payment, see your contract.

32: You will earn this funding for the month of the ‘Learning start date’, even if this month is different to the month when the qualifying period ends. For example, if the learning starts on 29 October, the qualifying period would be met in November, but the funding will be earned for October as this is the month the start date falls in.

10. Non-HGV completion payments

33: For you to earn a completion payment for a learner, the learner must satisfy all of the following 3 criteria:

  1. the learner must meet the qualifying period (as described earlier)
  2. the learner must have completed their subject learning, which is indicated in the ILR using a learning aim with the ‘Skills Bootcamps - Subject Learning’ category in FALA (category code 62)

  3. the learner must have either:

a) met one of these 3 criteria, described more fully in the Skills Bootcamps funding and performance management guidance. See paragraph 34 for more information on how to record these in the ILR:

  • offer of a job interview
  • offer of a new role or added responsibilities with existing employer
  • receipt of plan from learner to acquire new self-employment opportunities or contracts

b) met the criteria for an outcome payment milestone, as described more fully in the Skills Bootcamps funding and performance management guidance. In your ILR this would be recorded as an achievement date and outcome recorded against the learner’s programme aim

34: To record in the ILR one of the 3 completion criteria in the paragraph above, there are different methods depending on when the learner started their bootcamp:

a) For a skills bootcamp that started prior to 1 August 2025, you would record in the ILR an event aim which is recorded as completed, and reflects what has happened for the learner, using one of the following categories in FALA:

  • Skills Bootcamps - Offer of an interview (code 57)
  • Skills Bootcamps - Offer of a new role or added responsibilities with existing employer (code 58)
  • Skills Bootcamps - Receipt of plan from learner to acquire new self-employment opportunities or contracts (code 59)

b) For a skills bootcamp that started on 1 August 2025 or later, record one of the following event indicators as applicable, with the date of that event:

  1. Offer of an interview for a role which matches skills acquired (EVI code 1)
  2. Offer of a new role or added responsibilities with existing employer (EVI code 2)
  3. Receipt of plan from learner to acquire new self-employment opportunities or contracts (EVI code 3)

35: When you meet these criteria, you can record the skills bootcamp programme aim as complete.

36: We calculate a completion payment for successful completion of a skills bootcamp corresponding to the proportion defined by the contract type shown in Table 5.

37: We will only release this payment when the learner has completed a skills bootcamp as defined in paragraph 33.

38: We can only pay completion payments up to a fixed point in your contract duration. For the final date you can earn any completion payment, see your contract.

39: You earn the completion element when you record a programme aim with a ‘Learning actual end date’ in the ILR and you record the ‘Completion status’ using code 2 (‘The learner has completed the learning activities leading to the learning aim’).

40: You will earn this funding for the month of the ‘Learning actual end date’.

11. Non-HGV outcome payments

41: We calculate an outcome payment for a successful outcome of a skills bootcamp corresponding to the proportion defined by the contract type shown in Table 6.

42: We will only release this when the learner completes their learning on the skills bootcamp as defined by paragraph 33 and an outcome has been achieved as described by the skills bootcamps funding and performance management guidance.

43: To earn an outcome payment for a learner, the learner must meet both of the following criteria:

a) the learner must have achieved an outcome eligible for the outcome payment milestone (as described in the skills bootcamps funding and performance management guidance). You record this by adding an ‘Achievement date’ to the latest applicable programme aim in the ILR and you record the ‘Outcome’ using code 1 (‘Achieved’). You must also record the ‘Learning actual end date’ and a ‘Completion Status’ using code 2 (‘The learner has completed the learning activities leading to the learning aim’)

b) the learner must have achieved this eligible outcome as described in paragraph a above within 6 months of completing their learning as described in paragraph 33.b

44: In addition to the 6 month time limit described above, we can only pay outcome payments up to a fixed point in your contract duration, and we limit using the earlier of these 2 dates. For the final date you can earn any outcome payment, see your contract.

45: You will earn this funding on the later of these dates:

a) the month of the ‘Achievement date’ b) the month of the ‘Learning actual end date’

12. HGV skills bootcamps earnings methodology

12.1 HGV pathways

46: These are the different routes for HGV drivers based on their experience and desired qualifications. The recording of HGV Transport manager skills bootcamps follows the process set out in the non-HGV general skills bootcamps information section.

  • Pathway A – Novice to Cat C
  • Pathway B – Novice to Cat C, then Cat C+E
  • Pathway C – Novice to Cat C, then Cat C+E, then additional elements
  • Pathway D – Cat C to Cat C+E
  • Pathway E – Upgrade to ADR Packages/Tankers
  • Pathway F – Upgrade to ADR Packages/Tankers + PDP
  • Pathway G – Back to Wheels Refresher into previous existing category
  • Pathway H – Back to Wheels Refresher into upgraded category (Cat C to Cat C+E)

13. HGV qualifying criteria for funding

47: To be counted as a ‘funded learner’ they must meet both of the following criteria:

a)the learner must be enrolled on a skills bootcamp, represented by a programme aim in the ILR

b) the learner must be in learning, represented by a learning aim with the ‘Skills Bootcamps - Subject Learning’ category in FALA (category code 62)

The calculation does not apply a qualifying period for HGV skills bootcamps.

14. HGV start payments

48: The start payment only applies to Pathways A, B and C. The start payment percentage for these pathways is in Table 7.

49: You should ensure the learner has passed all eligibility and suitability checks before recording them in your ILR data. To receive the start payment, the learner must also be able to provide proof of having an HGV Provisional Licence, which you should record in the ILR. For a skills bootcamp that started prior to 1 August 2025 use method (a) below, for a skills bootcamp that starts from 1 August 2025 use method (b) below:

a) use an event aim which is recorded in your ILR with the following category in FALA:

15. HGV mid-course payments

50: This payment applies to all HGV pathways. The percentage payment, of their total price, is different depending on the pathway. See Table 8 for the percentages.

51: The conditions to receive the mid-course payment are:

a) for pathways A, B and C, we need confirmation that the learner has met each of the following elements:

  1. they have completed the practical training
  2. the learner has taken their HGV part 3b test. See paragraph 52 for more information on how to record this
  3. because the learner is required to pass the theory test before taking the practical test, do not collect additional information in the ILR to indicate the learner has passed their theory test

b) for pathways D, E, F, G and H, we need confirmation that the learner has successfully completed the relevant training

52: There are 2 methods to record the information that the learner has taken their HGV Part 3b test, depending on when the learner started their bootcamp:

a) For a skills bootcamp that started prior to 1 August 2025, record an event aim in your ILR with the following learning aim reference:

Z0009541 – HGV Part 3b of the driver certificate of professional competence: On-Road Driving.

Once the test has been taken, record the learning aim with a Completion Status of Completed. If the learner passed the test, the learning aim should be recorded with an Outcome of Achieved. If the learner did not pass the test, the Outcome should be Not Achieved

b) For a skills bootcamp that started from 1 August 2025, record an event indicator with the date when the learner took their test:

  • use an event indicator with code EVI 9 if the learner took their 3b test but did not pass the test
  • use an event indicator with code EVI 10 if the learner passed their 3b test. In this case there is no need to record another event indicator with code EVI 9

16. HGV completion payment

53: This payment applies to all HGV pathways. The percentage payment, of their total price, is different depending on the pathway. See Table 9 for the percentages.

54: For you to earn a completion payment for a learner, the learner must satisfy all of the following 3 criteria:

a) the learner must have completed their subject learning, which is indicated in the ILR using a learning aim with the ‘Skills Bootcamps - Subject Learning’ category in FALA (category code 62)

b) the learner must meet the specific completion criteria for the HGV pathway of the bootcamp - see paragraph 56 onwards

c) the learner must have either

  1. met one of these 3 criteria, described more fully in the skills bootcamps funding and performance management guidance. See paragraph 55 for more information on how to record these in the ILR:
  • offer of a job interview
  • offer of a new role or added responsibilities with existing employer
  • receipt of plan from learner to acquire new self-employment opportunities or contracts
  1. or met the criteria for an outcome payment milestone, as described more fully in the skills bootcamps funding and performance management guidance. In your ILR this would be recorded as an achievement date and outcome recorded against the learner’s programme aim

55: To record in the ILR one of the 3 completion criteria in the paragraph above, there are different methods depending on when the learner started their bootcamp:

a)For a skills bootcamp that started prior to 1 August 2025, you would record in the ILR an event aim which is recorded as completed, and reflects what has happened for the learner, using one of the following categories in FALA:

  1. Skills Bootcamps - Offer of an interview (code 57)
  2. Skills Bootcamps - Offer of a new role or added responsibilities with existing employer (code 58)
  3. Skills Bootcamps - Receipt of plan from learner to acquire new self-employment opportunities or contracts (code 59)

b) For a skills bootcamp that started on 1 August 2025 or later, record one of the following event indicators as applicable, with the date of that event:

  1. Offer of an interview for a role which matches skills acquired (EVI code 1)
  2. Offer of a new role or added responsibilities with existing employer (EVI code 2)
  3. Receipt of plan from learner to acquire new self-employment opportunities or contracts (EVI code 3)

56: The specific requirements for each HGV pathway are set out below. The section is split into 2. For a skills bootcamps that started prior to 1 August 2025, see the section from paragraph 57. For a skills bootcamp that started in August 2025 or later, see the section from paragraph 59.

16.1 HGV-specific completion criteria for bootcamps starting before August 2025

57: The specific requirements for each HGV pathway are set out below. Where a learner has passed a test or met the criteria, we expect the corresponding event aim to be recorded in the ILR with an Outcome of Achieved as applicable:

a) for pathways A, B and C, we need confirmation of both of the following elements from the learner that they have:

  1. passed the learning aim reference Z0009541 – HGV Part 3b of the driver certificate of professional competence: On-Road Driving
  2. achieved the learning aim reference Z0060442 – DfE Skills Bootcamp – HGV: Part 4 of the driver certificate of professional competence

b) for pathways D and H, we need confirmation that the learner

  1. has passed the learning aim Z0009541 – HGV Part 3b of the driver certificate of professional competence: On-Road Driving

c) for pathway E, we need confirmation that the learner has passed the learning aim Z0060440 – DfE Skills Bootcamp – HGV: ADR (dangerous goods) exam

d) for pathway F, we need confirmation of both of the following elements from the learner that they have: passed

  1. Z0060440 – DfE Skills Bootcamp – HGV: ADR (dangerous goods) exam
  2. Z0060441 – DfE Skills Bootcamp – HGV: PDP (petroleum driver passport) exam

e) for pathway G, we need confirmation that the learner has evidenced the learning aim Z0060443 – DfE Skills Bootcamp – HGV: Evidence that CPC has been brought up to date

58: If the learner took multiple attempts to pass a test, we would expect an event aim to represent each attempt, with Outcomes of Achieved or Not Achieved, particularly for pathways where the initial attempt (whether a pass or not) triggers a mid-course payment.

16.2 HGV-specific completion criteria for bootcamps starting in August 2025 or later

59: The specific requirements for each HGV pathway are set out below. You should record the event indicator (EVI) using the date when the event took place.

a) for pathways A, B and C, we need confirmation of both of the following elements from the learner that they have:

  1. passed HGV Part 3b of the driver certificate of professional competence: On-Road Driving (EVI 10)
  2. passed HGV Part 4 of the driver certificate of professional competence (EVI 7)

b) for pathways D and H, we need confirmation that the learner has passed HGV Part 3b of the driver certificate of professional competence: On-Road Driving (EVI 10)

c) for pathway E, we need confirmation that the learner has passed HGV ADR (dangerous goods) exam (EVI 5)

d) for pathway F, we need confirmation of both of the following elements from the learner that they have:

  1. passed HGV ADR (dangerous goods) exam (EVI 5)
  2. passed HGV PDP (petroleum driver passport) exam (EVI 6)

e) for pathway G, we need confirmation that the learner has received HGV Evidence that CPC has been brought up to date (EVI 8)

60: If the learner took multiple attempts to pass a test, there is no need to record an event indicator (EVI) to represent every attempt, except for the HGV Part 3b test in pathways A-C where the initial attempt (whether a pass or not) triggers a mid-course payment. In these pathways A-C you should record an event indicator (EVI 9) for the initial HGV Part 3b attempt, and an event indicator (EVI 10) when the learner passes their HGV Part 3b test. If the learner passes their HGV 3b test at the first attempt, you only need to record a single event indicator (EVI 10).

61: When you meet these criteria, you can record the skills bootcamp programme aim as complete.

17. HGV outcome payments

62: We calculate an outcome payment for a successful outcome of an HGV skills bootcamp corresponding to the proportion defined by the contract type shown in Table 10.

63: We will only release this when the learner completes their learning on the HGV skills bootcamp as defined by paragraph 54 and an outcome has been achieved as described by the skills bootcamps funding and performance management guidance. For HGV pathways, the learner must also complete the specific requirements for that pathway as described in paragraph 56 onwards.

64: To earn an outcome payment for a learner, the learner must meet 2 criteria:

  1. the learner must have achieved an outcome eligible for the outcome payment milestone (as described in the skills bootcamps funding and performance management guidance). You record this by adding an ‘Achievement date’ to the latest applicable programme aim in the ILR and you record the ‘Outcome’ using code 1 (‘Achieved’). You must also record the ‘Learning actual end date’ and a ‘Completion Status’ using code 2 (‘The learner has completed the learning activities leading to the learning aim’)

  2. the learner must have achieved this eligible outcome as described in paragraph a above within 6 months of completing their learning as described in paragraph 54.1

65: In addition to the 6-month time limit described above, we can only pay outcome payments up to a fixed point in your contract duration, and we limit using the earlier of these 2 dates. For the final date you can earn any outcome payment, see your contract.

66: You will earn this funding on the later of these dates:

  1. the month of the ‘Achievement date’
  2. the month of the ‘Learning actual end date’

18. Co-funding for all skills bootcamps

67: Part of the price of a skills bootcamp may be required to be funded by the employer where an employer is upskilling one of their own employees, except where the learner is self-employed. For more information on when an employer is required to pay co-funding for a skills bootcamp learner, please see the skills bootcamps funding and performance management guidance.

68: You can see how co-funding will affect the proportion of the price we pay you in Table 11.

69: You must indicate where a learner is eligible for full funding using the ‘Full or Co-funding indicator’ in the ILR:

  1. using code 1 – ‘Fully funded learning aim’ – indicates the learner is fully-funded by us and the learner does not have an employer who is required to co-fund the skills bootcamp
  2. using code 2 – ‘Co funded learning aim’ – indicates the learner is co-funded by us, where we pay a portion of the price, with the learner’s employer paying the remainder

70: If the learner’s employer is a SME with fewer than 250 employees, you must record an ‘Other employment type’ using code 2 in the ILR.

71: The calculation will use the combination of ‘Full or Co-funding indicator’ and the presence or absence of an ‘Other employment type’ code 2 to determine the amount that we will pay for a learner, and how much is due from the employer.

72: Co-funding is based upon the learner’s situation on starting a skills bootcamp. The rate is therefore set at the point when the learner starts a skills bootcamp. If the employment situation of the learner subsequently changes during the skills bootcamp, the rate of co-funding will not change.

73: For example, if a learner were to start a skills bootcamp to be upskilled as an employee at a SME, you would receive a co-funding rate of 90% DfE funding, with 10% due from the employer. If the learner were to leave the employer during the programme, DfE would still pay 90% of the price assuming the learner completed the course and met the other criteria to generate completion and outcome earnings.

19. Recording late data in the ILR

74: If a learner is continuing learning at the final R14 collection at the end of the year, but you record in the subsequent ILR year that they should have left in the previous ILR year, you may have earned funding that you need to pay back.

75: For example, at R14 in the 2024 to 2025 ILR you record a learner as starting on 10 July 2025 and continuing. Then in the 2025 to 2026 ILR, you record them as leaving on 13 July 2025. In this scenario, they will have earned a start payment in July 2025 from the 2024 to 2025 ILR that will need paying back.

76: To pay this funding back, please contact your contract manager to avoid further action being taken.

20. Funding reports

78: We will continue to provide funding reports to show you the funding we have calculated for you. These will include a funding summary report and an occupancy report similar to the reports for other funding streams that we currently provide and as described in the funding reports guidance.

79: You will receive a set of reports when you submit your ILR data that will indicate how much you have earned, and which month you have earned funding in. The occupancy report will break this down at a learner level, and the funding summary report will total your funding by skills bootcamp over the duration of the contract.

80: The occupancy report will also show how much of the price we will pay, and how much is due from the employer.

21. Processing and changes at the end of the funding year

82: This section describes what you and employers need to do by the end of the R14 ILR return date. It also describes how we manage changes and calculate payments when 2 ILR years are open at the same time.

22. Last date for changes

83: The last ILR collection for each funding year is ‘R14’. The date you must return each ILR collection to us is in the ILR technical documents, guidance and requirements. For example, for the 2025 to 2026 funding year, the R14 ILR return date is 22 October 2026.

84: You must record any changes that happen up to 31 July in the funding year in the ILR by the R14 return for that year.

85: We will not process any ILR funding that is dated July or earlier, which is generated after the R14 ILR return date. For example, if you do not record an achievement date for a successful outcome of 21 July 2025 until the R04 return of the 2025 to 2026 funding year, you will not be paid the corresponding outcome payment. You must ensure you record details and dates of events that fall within the 2024 to 2025 year by the close of R14 for that year (23 October 2025) to be paid correctly.

23. Payment processing after the funding year end

86: There is an overlapping period when you return ILR information about 2 funding years to us; this is from 1 August to the return date of the final ‘R14’ ILR collection.

87: We will add payments from the R13 and R14 transactions to the payments from R02 and R03 ILR returns respectively, and they will be paid at the same time as the R02 and R03 payments.

88: The payment to you in October will combine your R02 and R13 earnings. This should be equivalent to the difference between the year-to-date funding in your R13 to your R12 skills bootcamps funding summary report, plus the difference between your year-to-date funding in your R02 and R01 skills bootcamp funding summary report.

89: The payment to you in November will combine your R03 and R14 earnings. This should be equivalent to the difference between the year-to-date funding in your R14 to your R13 skills bootcamps funding summary report, plus the difference between your year-to-date funding in your R03 and R02 skills bootcamps funding summary report.

90: The payment to you in October and November can be seen on your remittance as a single figure, which you can compare against the figures from your funding reports as described above.

91: Where contract capping has been applied, this will be shown as an additional line with a negative amount on your remittance, and this may reduce the final payment made to you.

To ensure accurate Individualised Learner Record (ILR) data entry, this appendix explains which event indicators (EVI) you need to record for all HGV skills bootcamp pathways. Each pathway follows a defined sequence of milestones - Start, Mid-Course, Completion, and Outcome - where you record specific EVI(s).

Some EVI milestones apply across all HGV pathways, while others are specific to the pathway being followed. The tables in this appendix are structured accordingly depending on the specific pathway that are noted in the columns.

25.1 HGV pathways A-C

For these pathways record:
