Literature review for BIS to explore the relationships between, and evidence base for, consumer empowerment and economic growth. Identifies policy actions that will address market failures and empower consumers, and provides theoretical evidence for their impact on economic growth. Also gives an overview of existing research in the field, and the context for policy action to empower consumers, for example midata. Relates to the midata consultation (URN 12/943), see also 12/976 for the potential for consumer demand midata research paper.
