This publication brings together 2 reports. The public consultation report presents findings from over 200,000 responses from individuals and organisations. It covers overall views on the proposals; the 4 pillars of character, integration, contribution and residence; eligibility and equalities; and impacts on organisations.

The targeted research report presents findings from an online survey of 4,728 current and former UK visa and protection route holders, exploring views and potential behavioural responses to the proposed reforms.
