Digital and Data essentials for senior civil servants

The Declaration on Government Reform stated that we will “invest in training to equip our people with the skills and knowledge they need to tackle the challenges of the future”. The ambition is to “have the best people leading and working in government to deliver better outcomes for citizens”. These Government Digital and Data essentials identify how senior civil servants can meet the demands of this modernisation plan.

Data essentials

Technology essentials

  • I have a basic understanding of the most common technologies that underpin digital services, including APIs, cloud computing and artificial intelligence.

  • I am comfortable with the common vocabulary of the tech industry, and I feel confident asking questions to clarify information.

  • I understand the importance of addressing legacy within complex systems, particularly regarding cyber security.

Digital essentials

  • I understand my organisation’s digital strategy and objectives, and I know which digital services it provides.

  • I can articulate the benefit of agile ways of working, and I support these methods through my leadership.

Users first

  • I understand that users are at the heart of what government does, and I encourage user research to understand user needs.

  • I understand that government digital services must be carefully designed to meet user needs. I recommend researching user journeys to provide a joined up experience.

  • I understand that public sector services must be accessible to all users, and I ensure that accessibility regulations and best practice are followed.

Innovation mindset

  • I demonstrate innovation in the design and development of my service, operation and policy. I encourage others to pursue relevant digital, data and technology opportunities.

  • I know how to access and work with experts to meet the demand for digital services, manage the resources required and decide if and how to outsource.

  • I show the benefits of a multidisciplinary approach by working with a range of teams and experts at the earliest opportunity to develop high quality digital services.
