This page outlines the Forestry Commission’s interpretation of the words “tree” and “woodland”. This helps explain our approach to:

  • what tree felling activities engage the felling licence regime under the Forestry Act 1967 and are therefore subject to the requirement for a felling licence issued by us

  • what constitutes afforestation, deforestation and other forestry related works for the purposes of the Environmental Impact Assessment (Forestry) (England and Wales) Regulations 1999, under which we are the appropriate forestry body in England for making decisions
