Mr Larkin has failed to show that he is not unfit to be granted a licence as a result of his making several false declarations on the application form, the circumstances surrounding the six year disqualification from acting as a company director, the aspects of his evidence which I did not find to be the truth and the likelihood that he would not comply with environmental conditions if a licence was granted.
