The Traffic Commissioner for North Western England decided:
MR CHAUFFEUR LTD OC2009215
On findings in accordance with Sections 26(1)(b), 26 (1)(c)(i), 26(c)(ii), 26(c)(iii), 26(1)(e) and 26(1)(f) of the Goods Vehicles (Licensing of Operators) Act 1995,
-
the standard international goods vehicle licence of Mr Chauffeur Ltd OC2009215 is curtailed to 1 vehicle with immediate effect for 28 days until 28 September 2023.

the following undertakings offered by Mr Chauffeur Ltd OC2009215 shall be recorded on the licence:
(i) the Operator will not operate more than 3 vehicles in the period from 29 September 2023 to 31 October 2023 inclusive.
(ii) the operator will arrange an independent audit to be carried out by a DVSA-authorised audit provider, the RHA, Logistics UK, or other suitable independent body in February 2024. The audit will assess the systems for complying with maintenance and drivers’ hours requirements, and the effectiveness with which those systems are implemented. The audit should cover at least the applicable elements in the attached annex. A copy of the audit report, together with the operator’s detailed proposals for implementing the report’s recommendations, must be sent to the Office of the Traffic Commissioner at Golborne within 14 days of the date the operator receives it from the auditor and by no later than 31 March 2024.
(iii) all vehicles will undergo a laden roller brake test as part of every PMI. All trailers will undergo a roller brake test at a frequency and laden conditions that follows the advice in the latest version of the Guide to Maintaining Roadworthiness. The results will be recorded, and the records will be kept for at least 15 months.

- I record a formal strong warning against Transport Manager Malgorzata Wielgusiak. Her good repute is marked as tarnished but not lost.
