The Traffic Commissioner for Wales decided:

Decisions made in respect of Kenneth Murray Owen & Wendy Elizabeth Owen OG1087559

  • pursuant to adverse findings under sections 26(1)(b), 26(1)(c)(iii), 26(1)(e) and 26(1)(f) of the Act, operator licence OG1087559 is suspended under section 26(1) for a period of 28 days with effect from 23:45 hours on 7 July 2023. The operator’s repute is tarnished, but not lost.

  • the following undertaking, agreed to by the operator, is attached to the licence:

  • the operator will arrange for an audit to be carried out by a suitable independent body (note: not Steve Rounds & Associates Ltd) by 7 January 2024. The audit will assess the operator’s systems for complying with maintenance requirements, and the effectiveness with which those systems are implemented. A copy of the audit report, together with the operator’s detailed proposals for implementing the report’s recommendations, must be sent by email to the Office of the Traffic Commissioner at cymru.wales@otc.gov.uk by 28 January 2024.

  • the variation application to increase vehicle authorisation from 1 vehicle to 4 vehicles is refused.

Decision made in respect of transport manager Warren Gordon Mainwaring

  • Warren Gordon Mainwaring’s repute as transport manager is tarnished, but not lost.

Decisions made in respect of Gareth David Bebb & Vanessa Bebb OG1082510

  • pursuant to adverse findings under sections 26(1)(e), 26(1)(f) and 27(1) of the Act, operator licence OG1082510 is revoked with effect from 23:45 hours on 23 June 2023.

Decisions made in respect of transport manager Vanessa Bebb

  • transport Manager Vanessa Bebb no longer satisfies the requirements of paragraph 14A of Schedule 3 to the Act to be of good repute.

  • pursuant to paragraphs 16(2) of Schedule 3 to the Act, Vanessa Bebb is disqualified with effect from 23:45 hours on 23 June 2023 and indefinitely from acting as a Transport Manager in relation to any operator’s licence.
