The Traffic Commissioner for Scotland decided:

  • pursuant to adverse findings under sections 17(1)(a), 17(1)(b), 17(3)(a), 17(3)(aa), and 17(3)(c) of the Public Passenger Vehicles Act 1981 (hereinafter ‘the Act’) operator licence PM000657 is revoked with effect from 23.59 on 20 September 2023.

  • pursuant to adverse findings under sections 17(1)(a) and 17(1)(b) of the Public Passenger Vehicles Act 1981 (hereinafter ‘the Act’) operator licence PM00001603 is revoked with effect from 23.59 on 6 September 2023

  • Mr Douglas Bain and ABC (Methlick) Limited are disqualified from holding an operator licence for a period of FIVE years with effect from 23:59 on 20 September 2023.

  • Transport Manager, Douglas Bain no longer satisfies the requirements of section 14ZA(3) to be of good repute in accordance with Schedule 3 of the Act.

  • Douglas Bain is disqualified for a period of FIVE years from engaging in the role of Transport Manager. The disqualification commences at 23:59 on 20 September 2023.
