The findings in this guidance have been brought about by the Singing and Wind Instrument Group, established in June 2020 as part of the COVID-19 response. Meeting regularly, the group comprises independent scientists and members of the Environmental Modelling sub Group (EMG) of the Scientific Advisory Group on Emergencies (SAGE), advisers from Public Health England (PHE), external advisers and senior officials from the Departments of Health and Social Care and Digital, Culture, Media and Sport.

The group reports the conclusions of its deliberations to PHE, to government departments and to SAGE.
