This document contains the detail referred to as the ‘technical annex’ in Schedule 1 of Climate Change Agreements (CCA) for the new scheme.
It sets out the detailed technical rules and methodologies that apply to the operation of the CCA scheme from 1 January 2026. This includes:
- how base years and targets are calculated
- how performance is assessed
- how buy-out, surplus and penalties are determined
The technical guidance supports the CCA Scheme, expanding on the rules contained in the scheme’s documents, while the Statutory Guidance is to be read alongside the CCA Regulations.
