This guidance covers pay setting arrangements for civil servants throughout the civil service, including ministerial and non-ministerial departments, executive agencies and for public sector employees in non-departmental public bodies. It provides a framework for all civil service departments to plan annual pay awards to their staff and prepare their pay remits for 2016 to 2017.
