Details

This framework explains how Better Bus Areas (BBAs) should be monitored and evaluated. Three principles have led to the develop this framework:

  • proportionality: adopting a light-touch resource efficient approach to monitoring (where possible using existing data sources)
  • partnership: collaborative working across local authorities, government departments, academics and other organisations
  • prioritisation: developing the evidence base to inform future local and national decision making (by targeting evidence gaps)

To deliver this approach, there are 3 basic components to the framework.

Annual outputs reporting

All BBAs will be expected to complete annual reports. These reports will outline where investment has been spent and what outcomes and outputs have resulted from BBA investment.

Outcomes monitoring

All BBAs are expected to deliver monitoring programs within their governance arrangements. This monitoring will track changes in key outcome metrics and build on plans submitted in the BBA application.

Evaluation of impacts

The Department for Transport will undertake an evaluation into the impacts of BBAs. This evaluation will look into the impacts of different types of scheme interventions. The evaluation will also look at the impact of partnership arrangements between local authorities and bus operators.
