This research explores the use of the Proceeds of Crime Act 2002 (POCA) by law enforcement agencies, and contributes to the overall evidence base on the use of POCA.
The report furthers understanding of the asset denial and asset recovery landscape and how, when and why conviction and non-conviction based POCA powers are used. It also explores the use and enforcement of criminal versus civil orders, the use of non-POCA powers, and how agencies prioritise cases for asset recovery. This report also draws out law enforcement perceptions of good practices and drivers of effective asset recovery performance, and explores how performance is measured in asset denial and recovery.
