Conducted in 2025 as part of the broader multi‑year evaluation of the Hub product. This process review examines how programme design and delivery processes, alongside the behaviour of delivery partners and wider market developments, have shaped the rollout of gigabit connectivity to rural public buildings. Drawing on programme data and stakeholder evidence, it assesses how these processes influence uptake, early outcomes and “beyond‑the‑Hub” effects, and uses this to refine the underlying theory of change and inform subsequent impact and value‑for‑money evaluation.
