Community-led organisations wanting to bid may do so through partnering with a registered housing provider or directly. The requirements for each route are outlined below. Registered housing providers intending to bid directly or on behalf of a community-led organisation or where a self-build approach to development is to be taken (on the basis they will obtain a secure legal interest and be landlord), should submit bids via the HCA’s Investment Management System. They must also send the Affordable Homes Guarantee lead respondent information form to AHPOffers@hca.gsi.gov.uk and an updated Financial Forecast Return to the social housing regulator at FA.Enquiries@hca.gsi.gov.uk.

Community-led organisations, or those interested in a self-build approach to development, which are unregistered and not proposing to work with a registered provider partner must first make contact with the community lead in the relevant HCA operating area office for further advice on eligibility and the submission process before making any bid.

In accordance with the programme framework, unregistered providers will not be able to access the loan guarantee element of the programme and must become a registered housing provider if intending to be the landlord of grant funded schemes.

Bids direct from unregistered community-led organisations will be expected to satisfy the supplementary eligibility criteria for community-led development as part of the bid assessment process.

Community-led organisations who wish to receive funding directly will also need to be become an HCA investment partner and enter a grant agreement with the agency.
