In March 2009 the former Home Secretary requested advice on legal highs and ‘Spice’ in particular. This report draws on much of the evidence cited in the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) recent assessment of the synthetic cannabinoid receptor agonists, based on an expert meeting held in Lisbon on 6th March 2009.
